The cheapest form of car insurance in Germany is third party liability insurance (Haftpflichtversicherung). This is mandatory insurance for every vehicle owner and covers damage caused to third parties, but not your own damage. It can be extended to include Teilkasko and Vollkasko.
WHO CAN BE THE OWNER?
In Germany it is possible to separate the functions of the vehicle owner (Fahrzeughalter) and the person for whom the insurance is purchased (Versicherungsnehmer). This means that the insurance can be arranged by the car owner or another person – for example, a family member, friend, or employer – who will formally insure the vehicle.
WHAT IS THE AVERAGE PRICE?
The cost of car insurance in Germany is among the highest in Europe. According to Insurance Europe, the average annual premium for compulsory third-party liability insurance (OC) in Germany is approximately €250, placing the country in sixth place in terms of the cost of third-party liability insurance policies in Europe. By comparison, the average premium in Poland is €120, ranking Poland 14th.
WHAT DOES THE AMOUNT OF THE CONTRIBUTION DEPEND ON?
The cost of car insurance in Germany is determined by many factors, the most important of which are:
- SF class (Schadenfreiheitsklasse) – This is a no-claims class that increases with the number of years without claims. The higher the no-claims class, the lower the premium, as the driver gains the insurer's trust as someone with a low risk of causing an accident.
- Driver experience and age – People with more driving experience, especially those with years of claim-free driving, typically have lower premiums. Young drivers pay more because they are considered a higher-risk group.
- Vehicle type – In Germany, there is a detailed classification of vehicle types, where cars with higher engine power and luxury models are more expensive to insure.
- Domicile – Premiums can vary by region. In cities with higher accident rates, such as Berlin or Hamburg, premiums will be higher than in quieter, rural areas.
- Type of insurance – The basic and cheapest option is third-party liability insurance, which covers the costs of liability to third parties in the event of an accident. Drivers can also choose additional options such as partial liability insurance (Teilkasko) or full casco (Vollkasko), which significantly increase the protection, but also the cost of the policy.

HOW DO WE DIVIDE THIS INSURANCE?
Similarly to Poland, car insurance in Germany is divided into three main types:
- Third Party Liability (OC) – This is compulsory insurance that protects third parties against damage caused by the insured party. Therefore, coverage includes medical expenses, repairs, and other expenses for the injured party in an accident.
- Teilkasko (partial casco) – Covers accidents such as theft, fire, weather-related damage, and collisions with animals. The premium for this insurance is higher than for third-party liability insurance, but it excludes damage caused by the owner's fault.
- Vollkasko (full casco) – Provides the broadest coverage. Covers both damage caused by the driver and damage caused by third parties, such as when the driver fled the scene of an accident. For new cars, the vehicle's new value is taken into account for the first two years, and then the current market value.
